The problem is, IMO the shows themselves aren't that important anymore. It's the mini meetups and the socializing on the days leading up to the show. The last two times to H2o, I only went to the show once, for an hour. Banning people from the show wouldn't change any of the shenanigans since they happen on the nights leading up to the show.
Secondly, it really is just a small group of people that cause all the trouble. If 20,000 cars visit a small town, and if one percent of the people want to do a burnout in the street, that's 200 cars doing burnouts. The vast majority of the visitors aren't littering, showing their boobs and peeing on show cars. But they stick out like sore thumb and gain all the attention, colouring the whole group with the same crayon.
